The Heathrow Passenger Forum (HPF) exists to ensure that the independent voice of passengers helps shape the future of Heathrow Airport.
We bring together experience, evidence and constructive challenge to improve the passenger journey for everyone who travels through Heathrow.

The Heathrow Passenger Forum is a forum of the Council for the Independent Scrutiny of Heathrow Airport (CISHA).
CISHA, as our parent organisation, delivers the statutory role of an Airport Consultative Committee as set out in Section 35 of the Civil Aviation Act. Government guidelines for ACCs recommend the existence of a passenger-focused ‘sub-committee’, in Heathrow’s case, the HPF.
Through CISHA’s membership of the UK Airport Consultative Committees (UKACCs), the national umbrella organisation that brings together 23 airport consultative committees (ACCs) from the UK's busiest airports, the HPF can discuss matters of common interest and share best practice and passenger experiences.
In November 2025, UKACCs held its annual meeting at Bristol Airport, where areas of focus included passenger assistance services and environmental reporting in aviation, with a visit to their new transport interchange.
